Ordering from VDC

1. Who can order from VDC?
The Virginia Distribution Center (VDC) is the cooperative procurement and distribution center for government entities. The VDC only serves Commonwealth of Virginia governmental agencies, mental health and correctional institutions, universities and colleges, localities, and political sub-divisions.

2. How do I order from VDC?
Orders to the VDC can be processed through either the VDC's punch-out catalog within eVA or the VDC Web Order system (VWOS). If you do not have access to eVA and you are a state employee, contact your Purchasing Director to request this access. Local governments, public schools, or public bodies can register to use eVA at https://evalocalgov.dgs.virginia.gov or you can place electronic orders through our VDC Web Order System. 3. What do I do if the VDC is out of stock?
Please contact our Customer Service Team at 804-328-3232 ext. 0 or e-mail them at VDCCustomerCare@dgs.virginia.gov.

4. How do I find out if an item is in stock before I place an order?
You can contact the VDC Customer Service at VDCCustomerCare@dgs.virginia.gov and we will check for product availability, however, we cannot hold products since they are sold on a first come first serve basis.

5. How can I find out when an item will be back in stock?

6. How can I check the status of my order?

7. Does VDC offer price discounts for larger order quantities?
To benefit the Commonwealth, the VDC achieves its discounts through volume buying. These discounts are factored into our pricing structure to ensure maximum benefit to all of our customers.

8. Can I pick up my order from VDC?
Yes, VDC pickup hours are 8:00 AM to 3:00 PM, Monday thru Friday. Please be sure to put a comment on your order indicating you wish to pick it up. Include agency contact and phone number on all orders. Orders can generally be processed and available to accommodate the requested pickup date. VDC will contact the person listed on the order as soon as it is ready for pickup.

9. What are my options if I need an emergency order?
Please contact our Customer Service Team at 804-328-3232 ext. 0 or e-mail them at VDCCustomerCare@dgs.virginia.gov to discuss what products are needed, the next available delivery time, and if any additional delivery charge may be incurred. Special accommodations can also be made to pick up the order at the VDC.

Shipping and Delivery

1. How do I find out when my order will be delivered?

2. Do I have to pay for delivery? How much is shipping?
The VDC's policy is to pay freight charges for orders from all state agency customers. For all other customers, orders greater than a certain dollar threshold will not be charged freight costs. Orders smaller than the threshold might incur charges. Please contact our Customer Service Team at 804-328-3232 ext. 0 or e-mail them at VDCCustomerCare@dgs.virginia.gov for more details on freight charges.

3. How can I handle discrepancies with my delivery?
The driver making your delivery from the VDC is required to assist in checking your order. He or she shall note any overage, shortage, or damage at the time of delivery and contact the VDC Customer Service Team at 804-328-3232 ext. 0 immediately for an exception number. In the event the driver cannot reach the VDC, a telephone call to his or her dispatcher is required.

1. How can I get MSDS sheets?
MSDS sheets can be printed from the VDC Catalog by clicking on the symbol associated with the item number.

2. How do I get the VDC to stock a new item?
Contact the VDC by email at VDCCustomerCare@dgs.virginia.gov or attend one of the VDC advisory meetings to discuss potential new items. We hold Food Management Council and Housekeeping Products Advisory Committee meetings quarterly.  All customers are welcome to attend these meetings.  Please see the VDC News page for meeting dates.

5. Why do product brands change?
The majority of VDC commodities are purchased under long term contracts. This provides a consistent product and brand over the length of the contract. When contracts are rebid, they can be awarded to different vendors with potentially different product brands. The items that are not purchased on long term contracts are purchased using general product specifications. These are items, especially food products, which have a price-volatile nature and vendors are not willing to guarantee a consistent low price over a long term. Those items may change brands, but the products will meet the same performance standards.

6. Does VDC buy graded products?
Many of the food products that the VDC buys are USDA graded to assure that quality meets specifications.

7. Why is the invoice price for an item different than what it was when I placed the order?
The VDC constantly monitors the marketplace for quality goods at great prices. Sometimes prices change as new spot purchases and contracts are negotiated. The price is determined by the most current purchase cost of each item at the time that your order is submitted and approved.

8. Can I order paints that are not listed in the VDC catalog?
Yes. The VDC keeps an inventory on hand of certain paint colors, which are called stock colors. Colors other than VDC stock colors can be ordered and shipped to the customer. These special orders require a minimum purchase of 24 gallons in the 4/1 gallon cases (6 cases) or 25 gallons in the 5 gallon pails (5 pails). This includes specialty paints, such as Direct to Metal (DTM), epoxies, and odor free water based paints. Please contact our Customer Service Team at 804-328-3232 ext. 0 or VDCCustomerCare@dgs.virginia.gov to place a special order for any paint color not listed in the VDC Catalog.

Non-stock colors in quantities less than the special order minimums above can be processed directly by a Sherwin Williams retail location closest to the customer with VDC approval. The contractor will supply the paint at a substantial discount from the regular list price. Individual pricing varies per color formulation and finish.

The paint industry is phasing out oil-based paints. Because of this, some oil-based colors could become unavailable. The VDC will notify all customers as changes occur to item availability under the contract.

9. Does the VDC sell the Virginia and United States flag?
Yes, the VDC sells the Virginia and United States flag for both indoor and outdoor usage, in sizes 3' X 5' and 5' X 8' along with the necessary accessories for correct indoor display. The VDC also sells the POW/MIA flag. Use the keyword "FLAG" to search the VDC Catalog for a complete listing of these items.

The contractor for dishwashing compounds is Ecolab Inc., who can be reached at 1-888-429-9777.

The contractor is responsible for furnishing, at no cost to the customer, electronic dishwashing compound dispensers and electric rinse injectors on commercial-type dishwashing machines. For those customers choosing to use the pot & pan detergent, Solitaire, a dispenser will also be provided. In addition, the contractor is to provide monthly service calls by technically trained service personnel to all customers who purchase dishwashing compounds supplied under this contract. A written service report is to be provided to the food service manager listing the services performed and any recommendations for corrective action to be taken by the customer. In addition, within 24 hours of a customer request, the contractor is required to make emergency service calls to handle problems requiring immediate attention and correction. Test kits for chlorine and quaternary sanitizer will be provided by the vendor at no additional cost, upon request.

The following products used in commercial-type dishwashing machines are included in this service:

These services include advice and counsel pertaining to the proper use of products and to provide support for problems requiring immediate attention. The contractor will also conduct custodial training seminars and furnish training manuals, upon request.

The contractor is responsible for furnishing and installing dispensers at no additional cost to using agencies and for visiting each commercial-type laundry at least once every 60 days to check on washroom procedures (titration tests, water hardness, pH, performance analysis). Emergency service calls must be handled within 24 hours of request.

The contractor must furnish and install dispensers at no extra cost and visit each commercial-type laundry every 60 days to check procedures (titration, hardness, pH, performance). Emergency service calls must be handled within 24 hours of request.

All items marked with the icon in the commodity section of the VDC catalog are considered hazardous and require a Material Safety Data Sheet (MSDS). When ordering these items, please review the following information.

As set forth by the Hazard Communication Standard, the Virginia Distribution Center (VDC), as a distributor, is required to furnish Material Safety Data Sheets (MSDS) to all its customers who purchase hazardous chemicals. The VDC has identified all such hazardous items it stocks and sells and has received from the various manufacturers MSDS covering each product. MSDS are available from the VDC Catalog at shopvdc.dgs.virginia.gov or by contacting the VDC.

For information on the treatment of exposure or ingestion of a hazardous chemical, refer to the instructions given on the MDSD or call the nearest regional Poison Center and give the name of the product (See the Emergency Action for Poisoning page below for emergency telephone numbers).

Items listed in this catalog that are marked with the icon have been identified by the Virginia Poison Center Network as having the potential of seriously poisoning humans. These items should be stored in areas where spills and/or access to by disturbed, mentally incompetent or underage individuals are prevented. Inhaled Poison

Immediately get the person to fresh air. Avoid breathing fumes. Open doors and windows wide. If victim is not breathing, start artificial resuscitation.

Poison on the Skin

Remove contaminated clothing and flood skin with water for 10 minutes. Then wash gently with soap and water and rinse.

Poison in the Eye

Flood the eye with lukewarm (not hot) water poured from a large glass 2–3 inches from the eye. Repeat for 15 minutes. Have the patient blink as much as possible while flooding the eye. Do not force the eyelid open.

Swallowed Poison

Do NOT give anything by mouth until you have called for professional advice. Whenever a poisoning occurs, or when a person is bitten or stung, get advice from the Regional Poison Center serving your area. Call collect.

Shipping and Delivery

1. Does VDC have an electronic ordering system?
Yes, eVA users can place orders with VDC through their punch-out catalog. Non-eVA users can use the VDC Web order system (OMSi). More Info

2. The VDC has not received my eVA order, what can I do?
Please report problems with eVA to eVA Customer Care at 1-866-289-7367. To avoid order duplication, the VDC advises customers to resolve eVA order issues instead of re-sending orders via the VDC fax.

The following tips may help with your eVA orders:

  • Punch-out Catalog – make every attempt to use this catalog before creating an order with ‘non-catalog’ item(s).
  • Split Shipping – the VDC does not accept orders with split shipping. These orders will result in a "failed" status.
  • Mass Edits – When completing mass edits for accounting purposes, there is no need to fill out the shipping information. This can cause an order to split and fail to route to VDC.
  • Approval Flow – Please check to make sure that your order has been completely approved. Orders must be approved or they will not route to VDC.

3. The VDC Web Order System (OMSi) will not accept my item number, what can I do?
Please see our Product Updates on the web at VDC News and search for the item number to find out if it has been replaced with a new item number or if the item has been discontinued.

4. Can someone assist me with entering an order for VDC in eVA or in OMSi?

Payments

1. How will I receive invoices?
Invoices are included with the delivery at the time you receive your order. In addition, invoices are also emailed to the billing address we have for you on file.

2. How do I make payment on VDC invoices?
The VDC accepts checks and Inter Agency Transfer Invoices (Form DA 02 039).

3. What if I have a question about a payment or invoice?
Please call the VDC Accounting Line at 804-328-3232 ext. 226.

4. How do I receive a VDC account statement?
Account statements are emailed monthly to the billing address we have for you on file. If you have a question concerning a statement, call the VDC Accounting Line at 804-328-3232 ext. 226.

5. Does VDC accept a purchase card?
No, the VDC does not currently accept charge/credit cards. We are a break even entity passing on savings to our customers. In order to maximize the savings, we have not included credit cards as a method of payment due to the associated fees. However, we are analyzing the potential effects of accepting credit cards in the future.
